Design of a capacity-building program for promoting the creation of businesses by young people in Rwanda.

Unemployment among rural youth in Kigali Rwanda is one of the main causes of poverty and a driver for migration. Most youths in sub Saharan Africa are struggling to find decent work that allows them to earn sufficient income. In addition, over 45% of employed youths are working under very poor conditions and are occupying jobs that cannot meet all their basic needs for a decent living. The overall objective of this project is to contribute to reducing unemployment and migration through business creation among young people. Due to time constraints, we focus on the design of a capacity-building program that we propose to introduce youths to the basics of entrepreneurship, hence creating entrepreneurial mindsets, incentivizing business creation and reducing the lack of jobs and migration of youths in sub-Saharan Africa. Future phases of this project, which are however beyond the scope of this graduation project, foresee the implementation of the designed capacity-building program and the evaluation of its impact. The program will be targeting youths who have successfully finished their secondary education but have no access to funds to join university or any tertiary institution. The capacity-building package was designed on the basis of a systematic review of other entrepreneurial training programs, namely EARTH University, African leadership Academy and Community development program. An analysis of key aspects of these programs using documents and interviews with program. graduates and professors helped to identify strengths and weaknesses of each program. This information was used to tailor a capacity-building package adapted to the particularities in the target area of Rwanda. The main distinguishing pillars of this package are i. In-class teaching, ii. Practical business creation with supervision by professors, iii. Connection to successful entrepreneurs and micro-credit schemes, iv. Program web-site to promote newly created businesses and support marketing. A newly created organization, YABB or Young African Business Booster, is intended to implement the capacity-building program. After the implementation of an initial pilot, we plan to roll out the program in such a way that the requirements for a Randomized Controlled Trial (RCT) are met and the impact generated by the program can be measured. The RCT involves a population of 400 program applicants, divided into a treatment group undergoing the training and a control group excluded from the training. After finalization of the program success indicators such as employment, income, business ownership and business size will be measured in both groups to identify the program impact.
