PROSPECTIVE ANALYSIS OF THE RELEVANT CRITICAL FACTORS FOR AGRICULTURAL INNOVATION IN PANAMA

Prospective critical thinking reduces uncertainty in the process of formulation of strategies, policies and priorities for institutional sustainability. The Institute of Agricultural Research of Panama (IDIAP) has incorporated in its institutional culture since 1995 strategic planning to guide their plans, programs and projects in the long term. This has meant, developing institutional capacities to improve their understanding of the operational environment, projecting the implications of external changes in its substantive activity and designing strategies for possible future scenarios. Between 2003 and 2005 was conducted the first prospective study on the future of agricultural and forestry innovation in Panama, which lit up the process of updating the Institutional Strategic Plan 2005 - 2015. The current prospective study, using the Delphi technique, mobilized intelligence and experience in agricultural research and innovation of 96 experts, 50% of chom are researchers at IDIAP, to identify relevant critical factors and to describe its future situation in regard to their degree of influence and predictability in 2030. It was identified with a high degree of consensus among the panelists, as firmly established trends: advances in information and communication technology and its use in transactions of agribusiness, climatic variability and the demand for safe and healthy food. The panelists also reached consensus in terms of relevant critical factors with higher influence and less predictability, therefore with uncertain future behavior, among which are: changes in demand of consumers, social control of innovation, socio-political national agreement, formulation and implementation of agricultural policies and incentive policies for agricultural research.
