Annual report 1986. Cirad/IRCA-AARD cooperation

In order to make progress in technical cooperation between AARD and Cirad/IRCA (the French International centre for research and development, Rubber department), to respond to the request of AARD, and to have a pluridisciplinary team in Sembawa, a rubber processing technologist has been detached from IRCA to AARD through financial support coming from the French Ministry of Foreign Affairs. The programme of the rubber processing technologist, in view of the present position of natural rubber in the elastomer market and in the conte) of Indonesian smallholding, is to study the problems faced by indonesian smallholders in terms of quality, and to suggest methods -with flexibility for application in various special contexts- that might upgrade and improved rubber quality and consistency as well as increase the welfare of the farmer. The IRCA representative has been requested to be in volved in the training of BPP Sembawa's scientists through technology transfer. In order to carry out these tasks, the IRCA representative has been sent to BPP Sembawa, located in South Sumatra Province, which is the primary rubber area in Indonesia with 19 % of the total area planted with hevea trees. The majority of the area is owned by smallholders (80 %) who make up 23 % of Indonesian farmers and produce 15 % of the total national production of natural rubber. It is therefore in this region that it was decided to establish a rubber institute specially involved in: applied research on smallholder development; improvement of the smallholder rubber economy; training of smallholders. It must be added that in Palembang there are 10 crumb-rubber factory processing the smallholders' raw material.
