The mid-term review is summarised
Commissioner Fischler delivered a speech at the Agra-Europe conference on the mid-term review CAP reform proposals on the 28th October 2002 in which he set out the justification for taking action now. He stressed the importance of moving over to a new system of de-coupled farm payments which would no longer be linked to production of specific products, if the EU were to maintain support to its agricultural sector within WTO rules.
