Evaluation of the costs and benefits of the control campaigns against bovine tuberculosis, brucellosis, foot-and-mouth disease and swine fever in Italy

In Italy, control campaigns against bovine tuberculosis and bovine brucellosis were started in 1965. The campaigns against ovicaprine brucellosis, foot and mouth disease and swine fever were started in 1968. Our evaluations were based on the following data covering the period till 1978: 1. The specific budget of the state and of other governmental agencies (data mainly derived from official sources) and the costs borned by farmers. The costs of vaccines, veterinary services, slaughter compensations, were considered. 2. The losses calculated for each specific disease in the presence of the control programme, by taking into account all possible components (milk, meat, mortality, abortions, replacements, etc.) and based on: a) epidemiological data (incidence or prevalence of the diseases, number of outbreaks, number of lost animals, etc.); b) statistics (number and categories of farm animals, herd sizes, etc.); c) economics (market prices of animals and of their products, etc.); d) literature (studies on disease-associated losses, etc.). 3. The losses estimated for each specific disease in the absence of the control programme, by mainly taking into account the incidence or prevalence and costs in the pre-control period and the evolution of the zootechnical situation. The net benefits and the benefit/cost ratios were consequently calculated. The effects on human health derived from tuberculosis and brucellosis control campaigns were also taken into consideration
