Evaluation report on Strengthening Rural Development in Guyana with emphasis on the sub-project Strengthening of Amerindian Skills in Community Development

This report presents the results of the field exercise conducted in February 1997 and inhouse discussions which were conducted in March 1997 to evaluate the project Strengthening Rural Development in Guyana with a major focus on the sub-project Strengthening of Amerindian Skills in Community Development. The evaluation focused on activities which were implemented in the Amerindian communities in the Pomeroon/Supenaam Region (Region 2), from the second half of 1993 to the first half of 1996. As part of the field exercise, the project and other documentation prepared for the implementation of the activities in the communities, semi-annual and other reports which were prepared based on activities actually implemented were reviewed and a number of questions were designed to provide greater insights into those activities. The general conclusion is that the project has contributing significantly to improvements within the communities. Despite some challenges, many of the objetives of the specific activities implemented have been met. There are a few instances, however, where activities were not successfully implemented. In these instances, the potential impact of the overall project in the communities has been minimized, due to negative spill-over effects
