La dimensión de la cultura como nuevo enfoque analítico para el estudio de las Relaciones Internacionales
The intensive structural changes in the global system over the last two decades demonstrated, among other things, that she theoretical and methodological approaches known to the discipline of International Relations were limited and insufficient to explain the new international situation. Thus, the central objective of this article is the need to rethink the analysis of the international reality, but now starting from a cultural perspective, in order to understand this new global reality. That is because the rapid global transformations of the new international relations had found his explanation and understanding from the cultural approach. Therefore, the author points out that the process of economic globalization, the impacts of cultural globalization, the scientific revolution and new technologies in cultural identities, as well as the emergence of new actors, factors and agents -social and ethnic movements-, among others, are better explained parting from the field of culture and their linkage with the international socio-political process of the world, and offers a new non eurocentric vision of recognition of cultural identities and diversity.

Los acelerados e intensivos cambios estructurales del sistema mundial en las últimas dos décadas ocasionaron, entre otros factores, que los enfoques teórico-metodológicos conocidos de ls disciplina de Relaciones Internacionales resultaban insuficientes y limitados para explicar la nueva realidad internacional que se había producido al final del siglo anterior y al inicio del nuevo. En este sentido, la idea central del presente artículo es la necesidad de replantear y repensar el análisis de lo internacional, pero ahora desde la dimensión cultural para comprender esa nueva realidad mundial. Se observa que las vertiginosas transformaciones globales de las nuevas relaciones internacionales tenían y encontraban su explicación y comprensión en los fenómenos de impronta cultural. Por ello, el autor señala que el proceso de globalización económica-financiera planetaria, los impactos de la globalización cultural de la revolución de la ciencia y las nuevas tecnologías en las identidades, así como el surgimiento de nuevos actores, factores y agentes internacionales -los movimientos sociales y los movimientos étnico-indígenas-, entre otros, se explican y comprenden de manera integral desde la esfera y la dimensión de la cultura y sus articulaciones con los procesos sociopolíticos internacionales que están ocurriendo en el mundo y brinda una nueva visión del hecho mundial no eurocéntrica y de reconocimiento a la diversidad, la cultura y una nueva ética global.
