La fuga de cerebros en las relaciones internacionales
The article deals with the brain drain from the perspective of relations between the developed and underdeveloped countries. The analysis takes as its starting point in the relations of domination in the world and an economic system that promotes the benefits of some of its parts at the expense of others. The paper is divided into three parts: 1) the different ways in which explains the brain drain, approaching the subject from different levels of analysis (the international, national and individual); 2) the current status of the phenomenon that concerns us in the world, which will mark the way in which different regions are involved, and the solutions that have been raised over the years; and 3) the situation of Mexican talents,their very specific characteristics and the actions carried against the negative effects of emigration of highly qualified human resources.
