La ampliación al Este de la Unión Europea: sus procesos, razones y excesos

In this work the author analyzes the internal and external implications that has taken the process of enlargement the European Union to the East of Europe since 2004. In a complicated process itself, the integration of 12 new members to the union, most of whom belonged to the late socialist bloc and the defunct Soviet Union, coming to a new dynamism to both internal processes and external relations. In terms of the internal affairs of the European Union, the author focuses on the complications arising from the inclusion of countries which, in most cases, have political, economic and social backwardness compared with the 15 member countries until May 2004, which translates into financing problems, institutional and social rights, for the whole Union. On the other hand, the integration of post-socialist countries and the post-Soviet sphere of the European Union has brought new challenges for the positioning of this body in regional and global, largely due to the friction with Russia (a country which depends the Union as energy), who claims for itself its former sphere of influence, as well as the presence of United States or allied governments through allies in the newly-income countries. Finally, the author explores the possibilities of entry into the European Union from countries like Croatia and Turkey, along with other countries that have recently declared the intention to submit his candidacy.

En el presente trabajo el autor analiza las implicaciones internas y externas que ha tenido el proceso de ampliación de la Unión Europea hacia el Este de Europa desde 2004. En un proceso per se complicado, la integración de 12 nuevos miembros a la unión –la mayoría de los cuales pertenecieron al extinto bloque socialista y a la desaparecida Unión Soviética– viene a imprimir una nueva dinámica tanto a los procesos internos como a las relaciones exteriores de la misma. En el apartado de los asuntos internos de la Unión Europea, el autor se centra en las complicaciones derivadas de la inclusión de países que, en la mayoría de los casos, presentan condiciones políticas, económicas y sociales de serio atraso –en comparación con los 15 países miembros hasta mayo de 2004–, lo que se traduce en problemas de financiamiento, institucionales y sociales para toda la Unión. Por otro lado, la integración de países postsocialistas y postsoviéticos a la esfera de la Unión Europea ha traído consigo nuevos retos para el posicionamiento de este organismo en lo regional y lo global, debido en gran parte a las fricciones con Rusia (país del cual depende la Unión en lo energético), quien reclama para sí su otrora zona de influencia, así como por la presencia de Estados Unidos, mediante gobiernos afines o aliados, en los países de recién ingreso. Finalmente, el autor analiza las posibilidades de ingreso a la Unión de países como Croacia y Turquía, además de otros países que recién han declarado la intención de presentar su candidatura.
