Community-based rural tourism as a public policy in the departments of Humahuaca and Valle Grande (Jujuy, Argentina)

This paper analyses the case relating to the implementation of the “Socio-productive Empowerment of Vulnerable Communities in Jujuy (2018-2020)”, a project by Corporación Andina de Fomento (CAF) – Banco de Desarrollo de América Latina. The aim of this project is to develop a Community-based Rural Tourism (Spanish acronym: TRC) ventures among the indigenous communities of the Zenta, in the Departments of Humahuaca and Valle Grande (Jujuy, Argentina). In many cases, the impacts of the tourism boom and the patrimonialisation have been questioned because they trigger urban expansion, the peripheralisation of the main cities of Quebrada, as well as the occupation of water risk areas. The TRC attempts to position itself as the counterpart to this tourism, promoting rural development and supporting communities so that they are not forced to move from their regions to central areas in search of employment or to improve their quality of life. To this end, the constituent elements of public policy will be analysed, prior to the characteristics of the Quebrada de Humahuaca territory and of the Zenta region in particular, and the recent transformation processes will be discussed. Finally, the policy will be evaluated in relation with the implications for the territory.
