Touristification process and participatory organizations in Tigre's Delta (Argentina)

This article analyses the emergence of an advisory body for community participation, the Permanent Island Advisory Council (Spanish acronym: CAPI) in Delta del Tigre (province of Buenos Aires, Argentina). This organisation aims to intervene in the elaboration and definition of public policies for the region in the context of tourism and real estate development on the islands. The analysis begins with a contextualization of the region’s touristification process and the conflicts associated to it. Next, the main groups that constitute the CAPI are described, with their different organisational logics and dissimilar strategies of engagement with State institutions. Likewise, the changing responses from the Municipal State to the islanders’ problems and demands are reviewed. The employed methodology was ethnographic fieldwork with participant observation and in-depth interviews from 2017 to the present. As a result, it is highlighted that CAPI’s participatory (non-representative) and consultative (non-resolutive) condition is the product of the synthesis between its main groups dissimilar logics and the Municipal State needs to institutionalize conflict resolution. To conclude, the importance of addressing the ways in which participatory public policies are redefined in the very process of their implementation is emphasized.

Este artículo analiza el surgimiento de un organismo consultivo de participación comunitaria, el Consejo Asesor Permanente Isleño (CAPI) en el Delta de Tigre, (Buenos Aires, Argentina). Dicho organismo, pretende intervenir en la elaboración y definición de políticas públicas para la región, en el marco del avance turístico-inmobiliario en las islas. El análisis inicia con una contextualización del proceso de turistificación de la región y de los conflictos asociados a la misma. Luego, se describen los principales colectivos que integran el CAPI, con sus respectivas lógicas organizativas y estrategias de vinculación con las instituciones estatales. Asimismo, se reseñan las cambiantes respuestas del Estado Municipal frente a las problemáticas y demandas isleñas. Metodológicamente se realizó un trabajo de campo etnográfico con observación participante y entrevistas en profundidad, desde 2017 a la actualidad. Como resultado, se destaca que el carácter participativo (no representativo) y consultivo (no resolutivo) del CAPI es producto de la síntesis entre las lógicas disímiles de los principales colectivos que lo integran, y de las necesidades del Estado Municipal de canalizar la resolución de conflictos. En conclusión, se resalta la importancia de abordar las formas en que las políticas públicas participativas se redefinen en el proceso mismo de su aplicación. A análise inclui, em primeiro lugar, uma contextualização do processo turístico da região e os conflitos a ela associados. A seguir, descreve-se os principais grupos que compõem a CAPI, com suas respectivas lógicas organizacionais e diferentes estratégias de vinculação com as instituições do Estado. Da mesma forma, revisa-se/verifica-se as mudanças nas respostas do Estado Municipal aos problemas e demandas da população das ilhas. A metodologia utilizada foi o trabalho de campo etnográfico com observação participante e entrevistas em profundidade, de 2017 até a atualidade. Como resultado destaca-se que o caráter participativo (não representativo) e consultivo (não resolutivo) do CAPI é produto da síntese entre as lógicas dissimilares dos principais grupos que o compõem, bem como das necessidades do Município de canalizar a resolução de conflitos. Nas Conclusões destaca-se a importância de abordar as formas pelas quais as políticas públicas participativas são redefinidas no próprio processo de sua implementação.
