It aims to build the capacity of practitioners and policy makers for setting targets for ISWM and identifying stakeholders' issues of concern. The manual also provides guidelines for conducting stakeholder consultation to identify their concerns with reference to financial aspects, environmental impacts, technology considerations and cultural aspects.
