Monitoring, Evaluation and Learning Strategy and Action Plan
The objectives of the Monitoring, Evaluation and Learning Strategy are to: ◾ Ensure that evidence-based monitoring, evaluation and learning is managed as part of the Programme and project cycles of the Special Programme; ◾ Provide consistent information to stakeholders at all levels; ◾ Ensure that knowledge generated through learning is captured and disseminated internally and externally; ◾ Build capacity of implementers of programmes and projects to incorporate monitoring, evaluation and learning tools into design, planning, implementation and budgeting processes; and ◾ Guide the annual narrative and financial reporting processes. The Strategy will guide the Secretariat to more consistently monitor and report on operational progress and technical and strategic achievements of the overall programme by means of the necessary reporting/data inputs from the individual projects in the beneficiary countries.
