Towards a planning public policy of long term in Costa Rica: current situation and challenges

The article aims at the description and analysis of the current situation and challenges of public policy of the Government of Costa Rica's planning. The current situation of the public policy of the Government of Costa Rica's planning is characterized for being short and medium term, for example, relies on legal rules that give development plans a force comprising of 3 to 4 years. This condition is part of what can be called a "vicious circle" of public policy of planning, which manifests itself in a disarticulation between the substantive purposes, actions and deadlines for the current public policies and content and temporal scope of the national development plan of the Government. Among the main challenges identified to change this condition of 'vicious circle' arises the need to carry out a comprehensive reformulation in the law of existing planning, enabling Government to having a "policy of State" about national planning that promotes the articulation of public policies in place with the content and scope of the long-term strategic plan of development of the Costa Rican State.
