Review of laws on civil registration and vital statistics: an essential step towards strengthening civil registration and vital statistics systems
Civil registration is defined by the United Nations as the continuous, permanent, compulsory and universal recording of the occurrence and characteristics of vital events pertaining to the population, as provided for through decrees or regulations in accordance with the legal requirements of a country. The primary purpose of civil registration is to create legal documents that are provided for under the law. The role of civil registration in the production of vital statistics is also well established.
