IA is important because stakeholders expect research organizations such as CIMMYT to account for their use of resources, as well as learning from and adjusting to new challenges. These guidelines present major considerations to be addressed in designing and implementing IA. They are intended for partners in national agricultural research systems, universities, non-government organizations, or others who may have limited background in IA or economics and who are charged with conducting IA for their projects and programs. It may also be of interest and direct use to colleagues in other CGIAR centers.
