This paper traces the development and application of these concepts through the common lineage of CIMMYT and the International Rice Research Institute (IRRI), beginning briefly before World War II and accelerating with the establishment of the Rockefeller Foundation Office of Special Studies (Oficina de Estudios Especiales, or OEE) in Mexico in 1943.
