Regional workshop on East Africa's agricultural information needs

The third in a series of four regional workshops on Africa's information needs was held in Mahe, Seychelles, in December 1993. Participants from ten East African countries (Comoros, Djibouti, Ethiopia, Kenya, Madagascar, Mauritius, Seychelles, Sudan, Tanzania and Uganda) met to discuss the region's agricultural information needs and to propose actions that could be taken to meet those needs. Participants emphasised the need for each country to develop a clear policy on agricultural information, without which their proposals would lead to nothing. National support and commitment were considered essential, although it was recognized that participants could do no more than urge each of their countries to implement the recommendations as far as possible within the bounds of existing constraints and resources. The workshop recommended that lead institutions, located within the national agricultural research and extension system should be identified, and that these should act as national focal points in order to coordinate the collection, organization and dissemination of information resources. The national focal points should work through coordination committees composed of a representative from each of the components of the national agricultural research system including the extension service, higher agricultural educational institutions and information centres. However, workshop participants were unanimous on the need to establish a single system that would unify the region. For this purpose it was recommended that two sub-regional focal points be identified with a joint steering committee to harmonise the collaborative activities between the two.
