Review and assessment of rural development programmes in Africa

This is the proceedings of an international workshop held in Arusha, Tanzania from 17-21 January, 1994 (see Spore 52pp 1-4). The deterioration of the socio-economic situation in rural Africa has become so bad during the last ten years that the Centre for Integrated Rural Development in Africa (CIRDAFRICA), in collaboration with the German Technical Agency (GTZ), FAO and CTA organized the workshop to evaluate rural development programmes in Africa. The workshop took a critical look at the problems and failures of past rural development programmes and projects but then focused on the positive lessons learnt from them. The workshop concluded that for rural development to succeed in Africa it must become the direct responsibility of African governments and not the donor community. Donor assistance should be a supplement to, rather than a substitute for, efforts made at national, regional or institutional level.
