A forest service approach to planning
Since its formation in 1921 the Forest Service has been required by Act of Parliament to produce working plans for the management and control of State Forests. This paper outlines the introduction of the working plan concept prior to that date and the steps taken to meet the staturory requirements. Progress was slow until an adquate number of qualifies staff were available, but in the last 30 years 150 plans have been written for a wide range of forests. The paper describes the preparation of working plans, leading to their formal approaval by the Minister of Forests. Special mention is made of plans for State Parks, and the application of zoning is discussed.
